    Assignment Description

    The Government of Indonesia (GoI) is undertaking an innovative conditional cash transfer program called Program Keluarga Harapan (PKH). PKH, financed wholly by GoI and launched in July 2007, provides financial assistance to the poorest households when they use basic health and education services and currently covers approximately 720,000 households spread across 13 provinces. Depsos, the implementing agency, has arranged a National PKH Program Office (UPPKH-Pusat), District PKH Program Offices (UPPKH-Kabupaten/Kota), and Sub-District PKH Offices (UPPKH-Kecamatan). A key feature of PKH is verification of compliance. Compliance monitoring ensures that beneficiaries are using required PKH services and also serves as the basis for calculating household assistance amounts. Payment to households has been contracted out to PT Pos. The World Bank, Jakarta (WB) and GoI have been collaborating on PKH since inception with WB providing assistance for targeting, program design, impact evaluation and ensuring that any lessons learned are available to Indonesian policy makers. Now, with PKH nearing its 3-year anniversary, Bappenas has requested WB assistance in designing and conducting a spot check of the program's implementation. The objective is to provide information about the execution of the different PKH processes in order to reform and improve operations. The information will also serve as the baseline for a deeper analysis of program operation at different levels of government and among the institutions involved. These spot checks will provide information and analysis concerning the following critical PKH processes: (i) registration of beneficiaries, (ii) payments, (iii) verifying non-fulfillment of conditions, (iv) health and education service provision, (v) updating the beneficiary database, (vi) receiving and resolving complaints, and (viii) socialization and training. The spot checks will also investigate the extent of knowledge of program rules among the different actors involved, including beneficiaries, mother leaders, health and education service providers, facilitators, and UPPKH district/municipal offices.

    Funding Source:

    The World Bank intends to finance the assignment/services described below under a trust fund from the POVERTY REDUCTION THROUGH STRENGTHENING ECONOMIC GOVERNANCE.

    The consultant will be a firm or consortium.

    Submission Requirements:
    The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
    Consultants may associate to enhance their qualifications.

    Consultants should provide a detailed description of their business and work, highlighting the following:
    1) Proper financial accounting procedures (audited financial statements)
    2) Experience working in Indonesia on surveys of education, health, or service delivery is a must.
    3) Previous experience as demonstrated by successful involvement in a minimum of three quantitative assessments of over 3,000 respondents. Previous experience with at least three qualitative assessments involving key informants and service facilities. Previous experience must include direct management and implementation responsibilities for such large-scale surveys.

    Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

    Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.

    Relevant Qualifications:

    1. Interested consultants should provide information showing that they are qualified in the field of assignment.
    2. Interested consultants should provide information on the technical and managerial capabilities of the firm.
    3. Interested consultants should provide information on their core business and years in business.
    4. Interested consultants should provide information on the qualifications of key staff.
    5. Previous experience in conducting comparable quantitative and qualitative assessments of programs related to health and education approaches (minimum 3 assessments) in rural areas. Experience in Indonesia preferable
    6. Experience working with international donors and Government agencies on program evaluations.
